In some places it looked like roasted marshmallows stuck in spiderwebs.Naturally I looked for the water and it turns out that the pressure relieve valve on the water heater had busted and water was running out of the water heater I'm guessing for at least 6 months.

You will have extra as it's 13' 2" wide, but you could always roll up the extra and store for the next repair/install.The advantages of this vinyl: it uses a pressure sensitive adhesive.

I would pressure wash everything that's concreteIf there is a floor drain that would be good, but I would not stop me from pressure washing.
