I knew it felt too cheap, but what im worried about is why has the property management team that currently run the property not increased the rent to match the rest of the neighborhood/area?

The community property state you live in actually strengthens that although community property is a state designation and does not bind or restrict federal statute in any way.Now all that being said,  I'd always recommend  that you make the deeds match as much as possible to avoid even questions that can be answered.

I haven't found returns that match what I'm getting as an LP on syndications, and that's why I haven't done a medium-sized deal myself.  

The inspectors job is to be sure the work completed matches the plans and was done properly.

You can order your own appraisal (typically $300-500) to get a better idea, but even that is no guarantee that the bank appraisal will match (or even be close).
