My recommendation is to find a Landlord/Tenant lawyer in the Tidewater Region to review your friend's lease and give him a thorough explanation of the rights and obligations.

As noted above there are amazing resources on BP - something else to consider is setting up keyword alerts for your area, types of properties you're interested in, and also to find people in your region to network with.  

Do you focus on a specific market (region, property type, value, etc.) for note investing?  

I'm guessing that a range of costs for CPA services is going to be determined by region - NYC, LA, SF being more expensive than the midwest, south, etc?
