Take this with a grain of salt as I'm a new investor to Baltimore as well.Rent: Scan apartments.com or craigslist.com and see what similar homes are renting for.

@john mathew....the inspectors generally seem to say to repair them, so they don't get worse....water can get in the cracks and freeze and cause more damage....same with the concrete pops on the post tension cables along the edges...they're normally sealed but the concrete covering pops off.   

Hi Jordan,You have a basement in LA, Wow.As far as laundry rooms go, do your best to make it  (Not a Rape Space).Seal off the area under the stairs to prevent hiding.Seal off all hiding spaces.Don't allow loitering 24/7.Plenty of lighting 24/7.

Then take a look at your roof, gutters, landscaping, door and window seals, etc.

Trusted my Property Manager to take care of things and install block windows and seal up any cracks that were causing water intrusion.

Living at the property, you can mitigate potential liabilities (ie make sure the snow is shoveled and put salt on the ground).

Stain and seal.

They are pretty good but take what they say with a grain of salt.
