At the point where you are going to sign or substantiate it with money being exchanged it needs to become an un-alterable file format.As to the authenticity of the person you are interacting with. . . check the county records and see who (or what) owns the property. 

We have heard that there was no substantial damage to the hotel, however, we're waiting and connecting with the hotel directly early next week.

It's substantial, so I am left wondering why they did not separate the metering for this cost.
