I would say that strictly as a long term rental that I would pass on this one. $50 per door is too low on a 3 unit property.

It may depended on whether they are actually employees, or independent subcontractors as per Ca law.

If there are city laws or ordinances or whatever, they should be carried out consistently, to everyone, not just a few people here and there.

Municipalities must follow state law too, I've found to get the finance department moving, instead of calling them I call the city attorney and tell them they are holding up my sale, that usually means he will call to get things done IAW state law time lines for the release of liens. :)

As long as they had a means of heating their home to acceptable temperatures And you fixed the problem within as reasonable time period according to state law then I do not see that you would be required to pay anything towards it legally.

I'm speaking strictly for the state of Colorado, you have to be denied coverage by 3 admitted carriers before you can go the E&S (non-admitted) route, and typically E&S policies are more expensive, but perhaps you could get a short term policy that would cover you until you can get the roof fixed, and then go back to your prior carrier...if you still wanted to do business with them.
