The 8 mobile homes are on lease-to-own contracts with the existing tenants, and the homes were positioned to the tenants as effectively being their homes; if all goes well, the tenants will make all required payment for 10-15 year periods, and will gain title to the homes at the end. 

I am currently under contract for a 4 plex using my VA loan.  

I can convince my boss to lease our roof for a modest amount and to sign a long-term contract to purchase electricity for 5 - 7 years at the current rate. 

Yes that happens all the time, the key is to not get attached to any one property even after you already have it under contract.

Next step would be to write a agreement of sale...then p&s contract with contingencies?

Had a multi family under contract and I spent a good chunk of money on nonrefundable earnest money, inspection fees, etc. and had plenty of time wrapped up into it, but ultimately decided that the investment was not good enough to move forward.  

That'll help you get top dollar when you sell your contract.
