@William Orrock I'm sure by now you've seen on the forums that you are definitely not alone in your situation - all the reasons you listed about the CA market are why many investors go out of state (OOS).And, as @Lane Kawaoka mentioned, the better bets are typically secondary and tertiary markets when growth is slower but steadier (think investing in growth stocks vs a hot new tech IPO).

We might also look more closely at their credit report in such a case - if their score is low because of a medical bill from 6 years ago, or because they're a young college grad just starting a career and just don't have a lot of credit history, that's a very different scenario from someone who has 17 utility accounts in collections and a judgement from an apartment complex for skipping out on their last month's rent.
