I noticed there are special assessments on the property for 1500$ for unpaid citations also so that's indicative of someone who is flat broke.  

All of them have essentially perfect payment history going back the last 2 years, with very minimal maintenance requests.  

Also if anyone has any good recommendations to complete a big project and minimize costs as I know these things build up, I appreciate it.

The cap rate is is the ROI if you bought all cash (which you have indicated considering doing).

I would also add that, from a tax standpoint, it makes zero sense to live in a state with an income tax and minimal property taxes and caps and invest in a state with no income taxes and sky high property taxes with no caps.

@Josh Oaten, the 1st, 2nd, and 3rd indicate the priority. 

If they are all minimally performing then he could be over expanding to get more income.

She performed 3 'official' inspections separate from all those other visits when the lease indicated she would only be doing 1.

That being said, if the carpet is not properly steamed with minimal water left behind, the potential for damaging them is still likely.If you have any other questions, please let me know.
