Alviso is under sea level and the building codes now require that all new buildings have elevated 1st floors, so I am sure they are in a flood zone.

I just found out that the oil-tank is actually under the ground floor apartment and the current owner will not allow for soil testing because it would require drilling into the floor in the apartment.

Most original wood windows need to be replaced, HVAC will need to be installed, both kitchens need updated, all bathrooms can use updates, painting all around, refinishing the original hardwood floors, adding new/nicer carpet in the bedrooms.

Take time to clean dirt, remove nails, spackle and sand, it doesn't take much time to do it right.Hopefully you haven't already done new flooring, if so be sure and protect it.
