Any units not shown are a serious red flag and result in a price reduction.  

I've also had people question the agreement which raises a red flag for me (similar to having common area video cameras installed - what are they trying to hide ?). 

Not getting called back / and major Vacasa presence...These are both big red flags to me.

Someone requesting seller financing with a very small down payment like this should throw up a red flag for you that is, at a minimum, worthy of much deeper investigation.
