He has two properties of land (which I have no idea how to analyze land) And he has a property sitting on land with a roofing issue.Focusing on the property with a house on it, I looked it up on appraisal district and it doesn't exist, But if I look it up on zillow and other public MLS portals it does.

Backsplash in the kitchens, nice floors in the bathroom (small areas, so the cost-bump is minimal), and updated lighting in some key areas (like the dining and living areas) go a long way.Basically anything you can do to activate that "Ooh, that's so pretty"/HGTV part of the brain, while being budget friendly, is a win.

I totally agree with what @Nathan G. wrote and will add that if your HOA docs are not clear on the matter and if you don't have strong policies in place then that should be the goal of this existing BOD to fix so that it can't happen again.
