I respond with "have you reviewed the requirements which include.....blah blah blah) and I rarely hear back from the majority of folks who initially sent a request to view the property.What you are doing is correct and a good timesaver to weed out those who do not meet your rent requirements.

Describe what you have done to mitigate the problem in the past as well as what the plan is moving forward (you should have a pest control contractor provide ongoing service, and tenants will need to be very careful about cleanliness). 

But from what you described what type of rehab cost is that?

I have no formal IRS lien but the installment agreement may be viewed the same.

For sure can be a key sign but how many actually fill out pre-qual, view, apply etc. 

This all depends on your goals, but comparing just the two options you describe, I think in most cases the 10 yr fixed would be better.
