I'd like to read more about it as I've still got time to invest as I am an international student in Canada right now (I can't invest legally until I'm graduated which in my case is December 2021) and which areas should I consider considering the cash flow and areas with a good pool of tenants.I'd like to dig deep into it, I'm open to any suggestions or guidance.

Totally agree with you on CPAs and 1031.  1031s are two miles deep in a two foot crick. 

The reactions that are developed in a war are so deep they cannot be easily changed. 

And as others have said whether a landlord is responsible for these bills depends on the policy of the local utilities; some places try to find the person with "deep pockets" (i.e., the landlord) to pay these bills.
