I'm in California, and my understanding is that landlords are required to pay for any repairs necessary to make a place habitable, and tenants are required to pay for any damage that they are responsible for causing (outside of standard wear and tear).So, if I sign the lease, do I give up that right to have him make repairs under $100?

I do not allow pets- I have now renovated 5 of my past pet-friendly apartments and they leave a lot of damage and some that you do not see on first blush or that can be temporarily masked with a good cleaning.I am a minority in my market and it significantly reduces my  applicant pool.

In our experience, Indianapolis is more street-by-street - so you are correct when you say you can go one block in another direction and get the opposite appearance/comps in the value of the homes.
