More info is needed about your equipment and what your tank temp is, and include what house heating you have. there's lots of answers like raising the temp and adding a mixing valve if you don't have one, but I need to know more.

I could see whyfor a rental this could be a bad idea though.

I actually contacted a lender who informed me that it's ok to own a primary residence and quality for a second primary as long as I live in the second primary for 12 months.  

This may be a bad transaction, you may end up wasting a lot of time & money.

The ability to get above market rents is limited to bad areas.

At the beginning things went well but then the contractor stopped doing quality work and pushing back timelines and deadlines.

You may want to share the story with the case worker who could suggest she port to a different market.I had a similar situation, but not nearly as bad as yours.  

Especially your quality of life if you have been dealing with this for a couple of months now.
