If they pressed me for advice I'd steer them to the post office or the police, but tell them I can't get involved in their mail problems - in a nice way :-)You can't fix stupid. 

I can't really police it but I can question obvious issues and they know the limit upfront.I  think getting them on separate electric meters is also your best bet.

I did call the police and told them about it and that perhaps it's sick and that's why it's out in the middle of the day and acting so casually.
