If they pressed me for advice I'd steer them to the post office or the police, but tell them I can't get involved in their mail problems - in a nice way :-)You can't fix stupid.

I can't really police it but I can question obvious issues and they know the limit upfront.I  think getting them on separate electric meters is also your best bet.

He went to the police to turn himself in and they told him to get lost unless he had commited a crime in which case they would arrest him and when he served his sentence he might get deported then.
