That's because these usually are in two types of areas.1) Really desireable (or at least expensive) areas where doing it allows a higher density, but still lets you own your own home.2) Less desireable (or expensive) areas where doing this allows people who otherwise couldn't afford a home to actually be able to purchase.I've seen both.

My problem with most of the affordable areas of California I've looked at is that most of them are not all that desireable (I wouldn't personally live there.)
