It would be great to pick it up at a discounted price.I was wondering if anyone has ever been in a situation like this, and either A) tried contacting the owner (company) direct to see if they are motivated to sell much cheaper or B) working through a realtor just make a much lower offer?

At this point, we want to move out the tenant and providing generous move out package - one month hotel stay, one month rent back, hold fee for next apartment etc, but the tenant is not -cooperating and also blackmailing us based on situation.

For that reason in a situation where a tenant is below market my advice would be to give them fair warning you will be putting them to full market rent.
