@Upen Patel Is the "6 month" window based on difference between purchase and first option for new appraisal, or is this based on some mortgage rule?

The building had some deferred maintenance including original windows and a porch violation.

There is no physical sign at the home of the house being for sale or any signs in the windows for a phone number to call.  

The bushes half way grown up the windows and they also let a bush grow up to the roof of the house in the back.

. $50k approx. windows, kitchen and baths, possibly finish basement.

Also they quit caring for the shrubbery and they bushes are 1/2 way up the window and a bush in the back has grown up to the roof.

They did a few other things that I let slide as I was the "new" landlord trying to play nice to the existing tenants. 

You guessed it, people realize that they missed the "window" and start lowering prices.I would say when to buy depends on the type of property you are buying and the type of tenants you want to attract.  

Outside corners, baseboards, windows. doors, shelves, shelf supports, built in cabinets, etc. all have different rules.
