Before you make any decision, you need to know the status of rent collection, any outstanding building code or city violation cases on the building, rehab or construction at the building, and exactly how much money and how many investors are attached to the building.

I am having great difficulty interpreting California tax code regarding tax deed sales and need help for the following scenario:Minimum bids are initially set to total of all outstanding tax liabilities (including penalities and interest); however, in the case of no bids, the county may elect to re-offer the parcel at an even lower starting bid. 

Nothing void about the tax sale, no redemption rights outstanding, etc.

Rural areas can be attractive in that you buy land and build whatever you want (SFH, duplex, etc), just make sure there's internet available there...also, search on the forums for what to look for (industries, remote work friendly, near major highways, etc).Older homes/buildings (1920-1970), in my opinion, have issues that I personally don't want to deal with...old wiring, odd floorplans, outdated fixtures, crumbling foundations. 

Are there still any outstanding redemption rights.

I just had a luncheon with the Women's Council of Realtors (Toledo Chapter) and the Mayor of Toledo and the amount of time and money that is going into the infrastructure of Toledo is outstanding!  

We are way out in the country, just some small farms, and a school, a few hundred houses spread out though over the surrounding miles. 2 miles down the road beside the highway is a 20 unit self storage, that has been there for many many years.
