Just tossing out (with fear of getting mauled :) I find most of the educational courses are not criminal or unethical.

That cost however gets passed on to consumers.The largest increase in budget for our states criminal investigation unit is adding people to do fingerprint and background checks, along with the new computers and programs to handle it.

If appreciation happens it is just icing on the cake.

After several months of paying a lawyer over $5K and a ruling from a Justice of the Peace I was to pay for their stuff including their legal fees of another $5K.  

I don't focus as much on crime because criminals have cars to and drive to the good areas to steal ac condensers also. 

Last I checked it was to illegal to discriminate on the grounds of an eviction and most criminal activity.  

They would have the right to call the note due, or worse, criminally prosecute you.Also, not everyone wants to live in one side of their rental property.

Criminal minds can be so creative, that if chanelled in the right avenues, the success should be equal to if not greater than drugs, guns, and prostitutes.While it may seems simple, to just say "hey why don't you try something legitimate" we are dealing with much much larger socio-economic issues/roadblocks.
