So im assuming there is 2 options. 1) Ask for them to deliver the house vacant or 2) Is it possible for me to have them sign a yearly lease agreement with me, prior to the closing?

I was no longer able to fulfill the text agreement as the unit was not filled on April 1 (It filled on April 15), I was unable to travel to the unit to make sure it was in good standing, and I was extremely financially uncertain at that time.  

I am working in a clause in the rental agreement that the tenant will be responsible for any fees associated with breaking of the rules.

With other partners I have created a Joint Venture agreement and also loans agreements.

Even bank appraisals are not a great baseline, since 2008 you will almost always get an appraisal that is within 3 percent the purchase price on a purchase agreement.

It can work in many places but you must be able to sublease in your rental agreement 

Well they brought a text message from the previous owner stating they had a verbal agreement.

Yes, my lease agreement specifically states they are responsible for certain "maintenance" tasks like changing light bulbs, batteries in remotes, etc.
