@Mike Dorneman that was my thoughts exactly, would be to find a partner that has a process in place and bring additional funds to the table that would allow them to either move into larger deals as you mentioned or a greater amount of units in a much shorter time frame.

Our stupid state actually employs people whose sole job is to try to trick landlords and realtors into saying something that they can claim is discriminatory.I don't know what state you're in, but I'd advise looking into your state and local regulations so you don't get ambushed.
