Can I utilize down payment assistance to purchase a multifamily home in Houston, TX?

I was interested in hearing from those who have used Small Business Loans (unsecured loans from Fannie Mae/Freddie Mac) to purchase their multiunit deals.  I would be most interested to hear about:

Even worse, the house only sold for like $400K so they essentially lost $100K in addition to their house.And now, my parent's house will be worth almost $2M once their renovation is complete in a couple of months which they did by refinancing it again, pulling out money to renovate it like they do every 10-15 years, and they bought a luxury STR in Gulf Shores, AL.Finally, in another example, a friend of mine has a house in East San Diego County that burned down in one of the major fires about five years ago that also burned 150+ homes.

Says SSN may not be valid and to verify identity.I'm concerned that the tenant who is well-qualified is moving out, and the tenant who wants to stay is not qualified (the income concerns me, as well as Tenant 1 telling me on the phone that she's willing to help Tenant 2 which makes me think Tenant 2 really can't afford the place solo).Tenant 1 also told me that while the garage apartment is separately metered for utilities, the seller kept those utilities in his own name and has tenants venmo him for the utility bills.

Have any of you been involved in a project utilizing adaptive reuse and redevelopment?

The only problem is that it does not cash-flow due to the owner paying ALL utilities.

Or can you also utilize this strategy with loans and putting a down payment on a property?
