After my experience growing retail stores in the most competitive markets, I feel I have proper tools and thick enough skin to take on the venture I have always dreamed of. 

They are not paid for the difficulty of each deal, so it has to average out. 

You probably need to have skin on the wall and skin in the deal to raise money for any big deal you are looking at.

I also knew I had to start out passively to get skins on the wall, to gain experience and see how deals are found and how they are structured.

It won't take long to find out the HELOC amount / situation, and it should be pretty easy to find out the total amount of the city fines.From there, you should have a starting number and a guesstimated difficulty level.

ditto....I have a tenant, although never late paying, complained that she was having some sort of issue (skin rash) and attributed it to the "possibility" of mold in the home.

They usually want you to have some skin in the game though. 

You will probably have some difficulty at the hearing based upon the scattered ownership in the lease as outlined above.
