In my experience most of the OTC is junk. 

The first people that lose their money in a downturn are those that are lending at insanely high LTVs without adequate underwriting experience including determining if the borrower's qualifications based on credit/character, capacity, and collateral.  

Also, does debt to income come into play with the HELOC, meaning will a lender look at that loan and say no way even though I have great credit and the Heloc will be paid down once the deal goes through.

In my experience they don't want to be in "rougher" neighborhoods anymore than a quality market rate tenant does.
