Pulling up the carpets and refinishing the hardwood / installing a nice vinyl, some new mid-grade appliances and fresh paint should do the trick.That being said... why don't you fly out there and physically walk through other units for rent in that area (basically pretend to be a renter)?

Why wouldn’t the owner be able to charge a sale price with an 8% cap rate which would have everyone flying after it?

I would make this analysisA - Hoover, Mnt Brook, Homewood, Pelham Trussville, Alabaster B - Clay, Pinson, Centerpoint, Pleasant Grove, Leeds, Moody, South pointC- Tarrant, Inglenook, Eastlake, Birmingham, Norwood, D - Ensley, West End, Titusville, Midfield, Fairfield,F - I don't personally have any F area, I think there are good streets in every area if you are a out of state investor I would avoid anything below a B, as you can get sold a house on a bad block and overpay
