If I dealt with this person at all, I would not be confrontational but go with "kill them with kindness" angle and I would even act like I did not know/suspect it was her but that "somebody must have been tossing trash over" and ask her to tell help me if she sees anyone so we can identify the culprit and contact the authorities.
