I'm thinking livable condition: once the carpet is installed, countertops in, appliances and plumbing working.Then after that date we can wash windows, replace/install mini blinds, mow and clean yard and do other things assuming the tenants haven't moved in yet and expense those repairs.

It did not add to the cost of the plumbing itself but in your case you are gonna have to lay a drain for the toilet in the foundation.

(This home had 3 master baths on the ground floor & 2 upstairs).The cast iron drain pipe literally collapsed as my friend worked on the fittings & it fell through the pipe race into the basement.So all the plumbing was then replaced with Pex & PVC sewer pipe for about $2500+sweat equity.So be prepared for surprises.
