Can I opt to make it a primary residence?

Have added scores of new properties with same same insurer since as well as changed insurers with my residence

Basically, enforce rules for the common benefit of residents....your cash flow is not their priority.

I found that the property resides in an unincorporated area with no zoning requirements, but city water and utilities can be accessed.Not knowing where to begin we are hoping for guidance on steps. 

First off 5 of the 6 units were occupied by USDA voucher tenants. the other unit was a full pay resident.

I'd highly recommend choosing a part of town that is fairly close to your residence as you'll be making a lot of trips. 

I now reside in a 3 bed 2 bath SFH in Broomfield CO where I am attempting to house hack by renting out 1 room and airbnb the basement after it is finished.

You're right, I was considering buying a primary residence out here for my family and I to add to my (small) portfolio, but I figured with the cost of home sout here, it'll be almost impossible to cash flow.

If I currently have a HELOC on my primary residence of let's say $300k, will it be possible for me to get a cash out on my separate investment property or will the underwriters see that HELOC as negative, even though I haven't used the HELOC?
