Then I ask them to contact me to set up a time when I can come meet them and sign a new lease if they are not under a current lease.I also ask if there are any immediate repairs that need to be made so they know I am going to take care of the property.

So my realtor found a property for me. this property is listed on the MLS for 75k....She contacted the listing agent and submitted an offer for 76k in cash.

I know I can redeem my certificate and apply for the tax deed and I would have to pay their certificates off, but my question is, if the property sold, can a certificate holder contact the new owner for payment in lieu of redeeming for the tax deed?

Ask the contractor for the contact person they are dealing with at the utility company, and all the pertinent information (job number, contact person, etc.), then call them. 

Especially for the Atlanta area.Also, we have contacted a number of local general contractors and they all have passed on working with us because most do not do one flip jobs.

I contact them 60 days out from the expiration of the lease. 

Your next step would be to contact a local lender to make sure the numbers will work for you...You also want to get in contact with a local realtor or investor to find out what market rents are at...

Look for heirs in the skip trace records and start by contacting them.
