There are specialized lenders in each area, there are no set programs that are LTV based, it's a commercial transaction and in my area, mom and pop stuff can be closer to bank constraints, larger developments go to participations  for risk management.

In most every state Section 8 is a participatory program that landlords can chose whether or not they will participate in it (for now at least) So, although your state law says you cannot discriminate on the SOURCE of the income it does not say you must participate in the program or accept all government subsidies.To my understanding in California the Dept of Agriculture regulates most of the landlord tenant laws for state specific.

Hey Jeff, You're right, only good fund managers beat the index, and in my opinion that's mostly due to the structure and the extreme active trading that fund managers participate in.

I have been watching from the shadows for a year, but I felt it was time to actively participate.  

It would be very, very dangerous for a landlord to participate in what is being described.How would you validate that what the landlord was saying is true?  

As a condition of closing most buyers will require that those tanks are removed and the site is eligible for participation in some sort of brownfield/UST remediation fund and liability protection.
