I vote he's all three and his broker is probably the one that set the false expectation.Point is, when the market is going gang busters like Dallas, there is a lot of inventory that is overpriced because people want above top dollar, even if their offering is an "added value play".

Big Gov. can get all the same control with 2 simple actions, no votes needed;- Make refusing a sec8 payment "financial discrimination". - And where applicable state that only requirement into program for a landlord is a legal valid rental license.
