He indicated he would have to charge to come out to jet it even though he did not deny that the original quote included the jetting that he did not do (and I never got an explanation why He did not do it when he was there so I suspect it was only because it was late).

HOA liens sometimes also have special treatment by the laws in certain jurisdictions.If you are already working with an attorney (your last post mentioned an attorney), then you might be best served getting a bit of explanation for lien priority in that jurisdiction from your attorney.
