This question is a little too general to answer with one loan option.Alot of it depends on how you get the property, if from auction or wholesale they generally want cash, so you will go hard money or private funds, and then do the refi.Different loan options for different strategies, if your going to live in it, that 's the easiest and cheapest financing.I'd suggest describing how your going to be buying a house and then ask out how to get that house.

House hacking is a great idea and there are some decent places that I would consider finding a 2 or 3 bedroom on the island. also consider looking out in Jersey, PA or the Hudson Valley.

And lastly , Maybe consider partnering up with local wholesalers and consider 18% return before rehab( and yes those can still be found) , and find a hard money lender that might lend you 80% and 100% Rehab, . 1 year lend and then refinance and get Regular loan , I know you might have to pay the Interest and might take a cut, but is the name of the game, and luckily you might get to 10 to 12%..
