As other has already said, you need estimates of what its going to cost to fix from contractors, not inspectors.

Lots of good advice above, and personally, I think any of those ideas will get you the information you need...That said, in my state, any written offer must be presented to the sellers, regardless of whether it's on a state contract or not.
