How can I find the person in charge of finding rental houses for the victims? 

There should be an "entry fee" that you are marketing to the buyers, and that entry fee should include closing costs, down payment to seller and your assignment fee.

I'd recommend the southern/middle part of the country because the entry points are much lower and the laws are landlord friendly.
