I was looking to see if anyone could offer some insight on great neighborhoods to live in and great neighborhoods to invest in.

Within those cities neighborhoods that have high % of a specific demographic can be targeted as a niche market. 

Look at properties, drive the neighborhoods, understand the processes. 

I currently own a town home in a good neighborhood in Atlanta and planning to sell it.

I suggest you check out Baltimore Neighborhoods Inc (BNI) a landlord tenant organization and a meetup called Landlord411.

When it came to the vote, three of the six commissioners felt so strongly that STR's would change the face of neighborhoods that they said they too want it to be limited to only an owner's primary residence. 

Though I did do a lot of "pre-elimination", just by driving past a house for sale and seeing it's neighborhood/condition.   

Just keep digging, driving neighborhoods, searching for owners, going to meetings and talking to people.

Some added thoughts....In the price range you are looking at you are going to be the rougher neighborhoods, and the homes will likely need work as well.
