A warzone neighborhood is heavily crime riddled from home invasions, carjacking, to purse snatching, drug infestation, unkepted lawns, trashed streets, abandoned vehicles(which oddly enough Philadelphia local officials have taken a stand on those back in the 1990s and they are rarely seen at all today but the blight houses still exist heavily).

@John Hixon 529 plans are a good vehicle, but I think education will be the center of reform in the coming years and in the wake of such reform, many of these investment plans may see major changes - so today it is a great idea, but will a change in the rules erase some of the benefits the plan offers?
