Should I average a flat fee and add that to the rent advertising (utilities included) or should I charge a flat fee additional to the rent?

I planned on getting approved for a loan this week until I was recently informed by a manager I could receive additional hours within ~ 1 month.These hours would provide additional income of ~$520 per month BEFORE taxes.
