That is correct as the "counter" you received from HUD is the net to HUD so all commissions and closing costs(if applicable) must be added to that amountKeep in mind what you received is not really a counter but an invitation to re bid. 

It could be an issue in the future especially if the tenants were to invite an inspector into the garage

You may want to skip on the mortgage brokers and try working with a lender directly (i.e, I'd take @Joseph Scorese invitation to reach out).

Invite the press, have them take pictures or even better give them rides....after 1 day the HOA will pony up whatever money you wish.  

If there is not a ban in your location you can decide to not accept people with Section 8 vouchers, but again if you clearly state that you will refuse applicants with Section 8 vouchers you could be inviting discrimination complaints based on other protected classes.
