Back to finance question, would it be a better decision to take the funds from the sale of the 2 acre lot and pay off the current mortgage (~$150k) and live in the current home for a year or so (in hopes that interest rates will go down) then refinance that take out $400k from equity (~$750k) to build new house? 

Ultimately, it sounds like the decision would depend on the interest savings you'd get.

It's done ok in 2023 at $34.6k, however, I'm planning to move out of the house for June/July of this year and will need to make a decision.

Do mobile homes have a "book value" based on make/model, size, condition, etc. and if so, where can that information be found?

I would start here by visiting the apartment, asking "who are you" and asking them to complete a rental application so you have all of their information.
