Some would, some wouldn't, everyone is different....good news is you are in the drivers seat (assuming you have penalties listed in your lease) and can decide what is right for you.  

So let's say a renter takes your car out and they cause a fatality from the driver drinking too much.

As far as the driver's licenses and contact information, you're really not entitled to that until closing...but you can screen effectively without it. 

We weren't going to go there, but since @James Wise did, we'll add that we've never seen a rent guaranty delivered on.Always excuses instead of sending money.

When another investor and I agree to the transaction, it would be nice if there was a service who I could send the money to for them to hold "in escrow" until the other investor delivers the executed assignment paperwork.

I hope that this answer is helpful, it borders a ramble as there are a lot of situational and strategic drivers that could alter course. 

What they fail to understand is that we need healthy businesses to deliver great places to live. 

All in all my confidence level as a rehabber, General Contractor and Investor is stronger as I was able to deliver and the bank was impress with what I have done; they guaranteed approval on my next project once the building has sold which I already bought the next property which I found on FB marketplace. 

This home is great for the first home owner and love the house itself with neighbor, but it is very loud with traffic noise. it is on uphill above 45 miles speed road with lots of crazy motor cycle drivers at night.
