In fact, there was a major flooding issue caused by - you guessed it - a County-made mistake installing a three-pipe storm drain.

The properties are blocks from the many amenities of the area.  

I'm not sure that a block deal for 9 homes is such a great deal when, even if Zillow is slightly low at average of $165,000 per (and it may be high), it sounds like you're basically a roof and a heat system replacement away per unit from full retail, and then you're saying the owner basically wants as-is but gets near top dollar for each one. 

We (obviously) want to use as little of our own money as possible, so just wondering how people do this without draining their savings every time.
