Not all lenders are created equally. 

There are paid data sources for real estate investors , propstream, batch leads, privy, list source and deal machine your choice of which one but why are you looking for foreclosures are you trying to do renovations?

This could be a good move because then you are also creating new connections with the team you'll have to hire and gaining experience in the rehab realm.

From my understanding, you can subto the current mortgage and then the seller can create a seperate mortgage for you to put in the second position on the property…I could be mistaken but I believe that is what you mean

I would recommend looking at working with a broker to best assist you in your scenario.
