It makes more sense if you use an example: As crazy as it sounds at first glance, you cannot just have a blanket policy that says "no convictions for assault" (or whatever serious crime you want to insert here) - Because HUD says that could have a disparate impact: An otherwise well-qualified 65 year-old man with an assault conviction from 1973 is clearly a different situation from a 22 year-old who was convicted of assault last year and just got out on bail.
