I gave it a read also.What I can tell from looking online:- It is on the border of where crime gets bad, if it were any further south I'd skip it.- Schools do not seem the best- Population is maintaining and property values are appreciatingI fully plan on making a flight out there in the next week to scope it out for myself.I am hoping once I am there in person I can get a better feel + chat with some locals.

When you get a code violation list from your county, do you just look for key words under comments to know who to skip trace and who to call?

I’m on my phone so I skipped the mortgage interest and insurance.

That means that they can't already have a deal under contract, let alone be raising money for it, when you meet them (unless your intention is to skip the current deal and potentially invest in a future one).

The point here is the notion that loans simply trade for huge discounts in the secondary skips over the why.

Haven't tried skip-tracing and need to find out more about that if this tactic doesn't work.   

Specific to the state the property is located in, either the foreclosure lawsuit will go to court, in which the guarantor will be a defendant and possibly be called as a witness to testify, or this step is skipped in a non judicial foreclosure state 6.
