The other issue is that my HVAC guy said the AC unit (in basement) is too small (3 ton) for the 3000 sqft house per code and need to be replaced but my house inspector said the size of the A/C has more to do with design and planning.

Statistically, the city has low rates of crime for a city of that size within the 'rust belt', average income and unemployment figures, relatively low rental vacancies, and, most importantly, SFRs at less than 30k which, based on my understanding of the area, do not follow the popular negative sentiment on homes at this price point.

@Ryan Billingsley , hopefully she was able to figure it out.I believe that service was, at least originally, not available at all locations, but when I look again, I don't see any type of designation that it is available at my post office (it definitely is) so maybe it's available everywhere now.
