There are still several outstanding issues needed to be resolved by HCD as a result of the new 2020 bills that we're still waiting on (e.g. the discrepancy between the 800 & 850 sq ft min ADU size used in the legislation)

e.g. if the house is sold and the FMV is below the outstanding mortgage balance, who is paying the remaining balance to the bank?

The bank provides LOCs for lenders with at least $5MM in loans outstanding.

I only moved down here last year and I'm seeing that the highway is expanding and I always see new construction.

A use in this case which would be paying off the outstanding debt.
